In general, the National Special Education Policy from the perspective of Inclusive Education has not yet been able to satisfactorily enable people with specific educational needs (PNEE) to access public schools. Therefore, it is important to discuss the conditions of Special Education Management in order to achieve quality education in a school for EVERYONE, including PNEE. There is a legal framework that guarantees the right to education for all, establishing different mechanisms for serving PNEE. However, it is not enough for legislation to act like a doctor - who prescribes medication and care - and for managers to be the patients who take the medicine and follow all the treatment instructions in order to cure the disease. Investments and resources are needed. Conditions must be provided to develop a quality state, offering its citizens at least the minimum that is constitutionally guaranteed in terms of education, health, leisure, etc. Thus, this text analyses the management of special education in the state of Amapá according to the Education Development Plan.
